On items purchased as “buy one get one free”, can sales tax be charged on the “free” item?

After reading the fine print on the product label, it says “You pay sales tax” but it doesn’t specify if that applies to the free item. Common sense says that the consumer is responsible for the sales tax on the purchased item but since the second item wasn’t technically “sold” as it was free, how can a free item be taxed?
